Maryland’s cannabis industry is rapidly evolving, and staying compliant starts with the state-mandated training credentials. The Maryland Cannabis Administration (MCA) requires, by law, that all badged industry agents (employees) working for cultivation (grow), processing (manufacturing), and dispensary licensees complete an MCA-approved Responsible Vendor Training (RVT) course within 90 days of hire.

The Maryland legislature changed the rules on July 1, 2026. House Bill 622 (Chapter 375) retired the term Responsible Vendor Training and replaced it with the Cannabis Agent Training Program (CATP)—and with it came a mandate that curriculum address public health and safety standards relevant to each license type, pending implementing regulations from the Maryland Cannabis Administration. Generic, multi-state training was already a weak fit for Maryland. Under CATP, it is a compliance exposure. Here’s what to evaluate.
First six questions to ask before your team’s next compliance deadline
1. Is the provider Maryland-approved — or Maryland-adjacent?
Only MCA-approved providers can satisfy COMAR 14.17.15.05(E)(2), which requires every registered cannabis agent to complete training within 90 days of the start date. A national platform with a Maryland module is not the same thing as a Maryland-designated provider. Ask for the designation number and its expiration date. 2. Does the curriculum distinguish between license types?
HB 622 requires that core curriculum include public health and safety standards specific to each license type. Cultivation, processing, and retail agents do not face the same risks and should not sit through the same slide deck. If a provider’s course is identical for a grower’s post-harvest team and a dispensary floor, it was not built for Maryland’s statute.
3. Who wrote the content — and are they credentialed to have written it?
Cannabis education is only as credible as its faculty. Ask whether curriculum was developed with academic subject-matter expertise or assembled from public-facing regulatory summaries.

4. Does the provider have standing under the new law?
This is the criterion most operators miss. Under §36-1001(D), the MCA is directed to prioritize the review of CATP applications for programs previously approved as Responsible Vendor Training providers. Providers without that history are entering the queue behind those who have it. Ask where your provider falls on that line—the continuity of your agents’ certification depends on the answer.

5. What happens after the certificate is issued?
A badge-training certificate is a point-in-time artifact. Compliance is continuous. Evaluate what the provider offers between training cycles: regulatory alerts, SOP support, and plain-language guidance when a bulletin drops.
