Maryland Cannabis Industry: Lessons Learned + Looking Forward is focused on the evolving Maryland cannabis industry with a review of the 2021 Maryland General Assembly legislative session failed cannabis adult-use legislation and strategies for success in the 2022 legislative session. 

Two separate cannabis legalization bills were introduced in the 2021 Maryland General Assembly legislative session. HB 32, The Cannabis Legalization and Regulation, Inclusion, Restoration, and Rehabilitation Act of 2021, was sponsored and championed by Delegate Jazz Lewis. SB 708, Cannabis –Legalization and Regulation, was sponsored and championed by Senator Brian Feldman.

Both bills addressed lessons learned from Maryland’s burgeoning medical cannabis program and lessons learned from developing adult-use programs across the U.S. Each bill included provisions focused on strategies to ensure equity and inclusion by those communities disproportionately impacted by current state and federal drug policy; home grow and license expansion. Neither bill passed. Meanwhile, legislative bodies in neighboring states Virginia, New York and New Jersey worked on and passed adult-use legalization with similar previsions. Why didn’t it happen in Maryland in 2021?

The Symposium launches with a morning plenary from Will Tilburg, executive director of the Maryland Medical Cannabis Commission and followed by three roundtable discussions. The symposium includes three networking breakout rooms scheduled throughout the day.
